Job details:

Responsible for organizing, staffing, directing, coordinating and managing all aspects of Rehabilitation services (PT,OT,SLP) within multiple outpatient locations to support the department’s mission. Responsible for supervising physical, occupational and speech therapy staff and day to day operations within assigned department. Plan, develop and implement new programs and services to ensure quality of care. Actively participate in and advance the labor management partnership and participate in rehabilitation activities and projects as assigned.

Essential Responsibilities:

Organize, supervise and operate Rehabilitation services in a cost effective manner; develop, implement and evaluate ongoing design and workflow changes that improve the daily work methods, productivity, access, service and resources utilization by staff and members. Perform all aspects of budget accountability for the location; administer the operating budget for the location; assist the Department Administrator and other location department managers by providing necessary resource information that could impact other cost centers. Routinely monitor ledgers, financial and productivity reports that correlate staffing, and other operating expenses with work volume. Plan and direct daily operation operations in a Physical/Occupational/Speech Therapy location to ensure high quality, efficient, cost effective, timely and service oriented, patient care: Establish and coordinate staff schedules; plan and coordinate department meetings and in-services; resolve work- related issues. Actively participate in planning and developing of regional initiatives in the department. Assure successful implementation of regional initiatives and departmental programs within areas of responsibility. Initiate and coordinate Quality Control Programs; Coordinate purchase and maintenance of equipment and supplies for department.

Select, develop and retain competent professional satisfied staff: Recruit and recruit interview, select, orient, provide training, coach, evaluate performance, recognize achievements; initiate, implement and document continuing education events; counsel, discipline and terminate in accordance with State and Federal law, EEO guidelines and organizational policies. Effectively schedule staff to meet service demands. Provide development opportunities to staff members by delegating responsibilities, assigning projects, providing educational opportunities. Assist in development of training programs. Coordinate and Monitor onsite training programs. Direct the provision of satisfying Rehabilitation services to all Kaiser Permanente members. Investigate, respond and resolve member inquiries and concerns within the location.

Maintain a contemporary professional knowledge of physical, occupational and speech therapy practice/techniques: Evaluate and treat patients, in compliance with professional practice act.; instruct patients in self-care and preventative measures. Document patient’s progress after each treatment; collaborate as needed with other health care providers; direct the therapy assistant in carrying out specific treatment programs. Attend education and workshops. Develop and implement clinical programs that support the department’s strategic plan and the Program’s quality of care objectives and strategies. Maintain a contemporary knowledge of managerial techniques and skills that insure quality first-line supervision of staff and assets; maintain a thorough knowledge of human resource policy and labor agreements; supervise in an organized labor environment. Maintain a contemporary knowledge of safety and security laws, standards and regulations; identify and remedy risks and hazards associated with the work performed; develop safety and security procedures for the workplace within the context of organizational and departmental policies.

Participate in regional work to include: access and appointment improvement, Health Connect and technology upgrades, quality initiatives and training, and other regional work as assigned. Most mangers chair and or participate in a regional committee (Quality, Compliance, Service, Health Connect).
Integrate and effectively coordinate location physical occupational and speech therapy services with other departments, physicians, other health care professionals and medical office/hospital administration; maintain a productive, collaborative working relationship within the department. Identify and report issues identified as expanding beyond location boundaries; assist the Department administrator in resolving such issues where appropriate.
Develop and implement location budget. Analyze factors contributing to financial operations; collaborate with the Department Administrator, when applicable, to identify department needs; formulate operational budget; present justification for non-standard requests; maintain and monitor all financial reports; interpret variances; initiate adjustments approve purchases; motivate employees to seek practical approaches to their work. Identify, justify and procure necessary equipment and supplies needed to perform the daily work by staff; manage expendable equipment & give input to capital equipment budgets for locations; provide expert consultation to the Department Administrator in designing, remodeling, renovating and equipping the location Rehab(s) work space (s). Performs other duties as requested.

Basic Qualifications:
Minimum five (5) years of experience as a staff therapist.
Minimum two (2) years of experience with first line supervision or comparable leadership experience in a health care setting.

Master’s Degree in physical, occupational or speech therapy (the following may substitute: bachelor’s degree with a minimum two (2) years of healthcare management experience)
License, Certification, Registration
Current Oregon or Washington Physical, Occupational or Speech Therapist license in state where assigned required upon hire/transfer.

Additional Requirements:
Working knowledge of state licensure laws and professional practice standards.
Thorough knowledge of contemporary physical, occupational and speech therapy practices.
Working knowledge of principles of supervision, personnel management, and financial analysis.
Demonstrated contemporary skills to competently perform the duties of a staff therapist.
Demonstrated and proven communication and interpersonal skills.
Demonstrated ability to use good judgment and decision making while coping in a stressful, busy environment daily; ability to respond calmly, courteously, and effectively in stressful situations.
Demonstrated ability to plan for and organize the daily work with limited resources and time.
Demonstrated time management skills.

Preferred Qualifications:
Minimum five (5) years of experience as a staff therapist in a managed care setting preferred.
Minimum three (3) years of supervisory experience, preferably in the healthcare setting.
General management experience to include, financial/budget management, program development, quality improvement, strategic planning and project management
Previous work experience at Kaiser Permanente.
Working knowledge of supervisory techniques and skills.
Current working knowledge of organizational policies, procedures, and standards.
General knowledge of business practices in a prepaid group practice setting.
Working knowledge of Electronic Medical Record (EMR).
Demonstrated computer/word processing skills.
Demonstrated ability to cope with stressful, busy environment with a professional, controlled demeanor.

Post-graduate physical, occupational or speech therapy degree, specialty certification or management degree.
Graduate degree in Business or Health Care Administration
